18. Although the publicity activities of some brigades are currently directed specifically at arson prevention there is a growing tendency in brigades to devote more resources to this type of effort. The general concern amongst brigades regarding the possible counter-productive effects of publicity in this area has to be acknowledged but carefully produced publicity and targeted educational activity are essential to help combat arson. Much of the educational activity by brigades is directed at children in schools and a number of brigades employ school liaison officers or have their fire prevention officers give talks to children.

19. Consideration could usefully be given to providing a more positive response to the media. The clear message to be put across is that the fire and police services work closely together, are highly professional in their investigation of fires and that the arson detection rate is improving. Creation of such an impression is particularly important in respect of fires in schools where a visible and strong attendance by fire and police investigators during school hours could help deter potential arsonists/vandals.
