Crews were called to Holyhead Road, Ketley in Shropshire, in the early hours of Saturday.
Paramedics were also on stand-by over fears a security guard was missing but he was later accounted for. The cause of the fire is not yet known.
No one was injured but about a quarter of the development was damaged and many properties burned to the ground, West Midlands Ambulance Service said.
Crews from five fire engines took just over an hour to bring the blaze under control.
"Many of the partly built buildings had been burnt to the ground leaving twisted scaffolding, " the spokesman added.
"While we were there, enquiries were made as to whether the guard was on site.
"After approximately two hours all ambulance resources were stood down as the conclusion reached was that there was no-one missing."
